My wife had a car with flashing lights in the grill behind her late at night on a fairly deserted highway. She kept driving until she came to an open grocery store and pulled into their parking lot.
The office gave her a little hassle about it but she explained her reason and he let her go after determining she hadn’t been drinking.
If you are concerned about pulling over in a safe place turn on your flashers or turn signal to make your intentions clear.
I would like to make an addition to the above answer. My wife did exactly what I told her to do. We had had several occurrences of pretend cops with lights hidden in the grill pulling over most women.
Because of that, I told my wife to keep going if she wasn’t 100% sure it was a real policeman.
The police car behind her had lights in the grill and she could not see the sides of the car in her mirror so she drove to a safe place.
I always told her I would rather be called to bail her out of jail than be called to identify her body.
